Vehicle Scrapping Policy
About the Scheme
The Voluntary Vehicle-Fleet Modernization Program (V-VMP) or “Vehicle Scrapping Policy” is primarily aimed at creating an eco-system for phasing out of unfit and polluting vehicles in an eco-friendly manner. The policy targets voluntary scrapping of unfit commercial and passenger vehicles strictly based on their fitness, irrespective of vehicle age. The vehicles shall be tested by the Automated Testing Stations (ATS). A vehicle shall be recommended for scrapping if found unfit during the fitness test as per the relevant rules for ATS.
The policy will formalize the currently informal scrapping sector and promote safe and environment-friendly scrapping of vehicles. Several measures have been taken to encourage vehicle owners to scrap their unfit vehicles through the formal sector.
To promote ease of registration of Registered Vehicle Scrapping Facility (RVSF) and ATS, a single window clearance system has been developed. All the approvals related to the establishment of RVSF and ATS shall be accorded by the States through this system. The application for registration through the single-window clearance system shall be deemed approved within 60 days, in case of any delay by the State agencies.
For establishing ATS, an application for grant of Preliminary Registration Certificate is to be made to the State / Union Territory where the ATS is intended to be located. Upon grant of Preliminary Registration Certificate and successful pre-commissioning audit, application for a Registration Certificate is to be made.
For establishing RVSF, a single application for grant of Registration Certificate is to be made to the State / Union Territory where the RVSF is intended to be located.
